A way around China's stonewall?

Dear Editors,

If the Chinese will only talk with the representative of H. H. the Dalai Lama and not with the new prime minister of the Tibetan Government-in-Exile, then maybe H. H. the Dalai Lama should designate the new prime minister as His representative for negotiations with the Chinese.  

(Perhaps similar to the Pope's "nuncio" ambassadors.)

That way, we kill two birds with one stone.
